The Swiss Confederation is in the realisation of electronic public procurement procedures with the Federal Office for Buildings and Logistics, OCFL that recently providing for tender submission in electronic format besides the paper-based equivalent.

Tenders are already widely submitted in electronic form for the procurement of supplies or services. This practice has been extended to construction procurement. TheOCFL’s calls for tenders documents now stipulate that an entire bid must also be submitted in electronic form (CDor DVD).

The OCFL intends to strengthen the effectiveness of procurement procedures following this recent decision in support of eProcurement. It is a further step towards the establishment of a fully electronic flow for public procurement procedures, from the publication of calls for tenders to the conclusion of contracts.

İsviçre’de Elektronik Kamu İhale Uygulaması  [TR]

İsviçre Konfederasyonu,  son zamanlarda kağıt tabanlı formların yanısıra elektronik formatta da teklif teslimini sağlayan  Binalar ve Lojistik Federal Dairesi  (OCFL)  ile birlikte, elektronik kamu ihale prosedürlerinin gerçekleştirilmesi çalışmalarını yapıyor.

İhaleler zaten, mal ve hizmetleri tedarik etmek için yaygın olarak elektronik ortamda sunmakta. Bu uygulama, inşaat ihalelerini de içerecek şekilde genişletildi. OCFL, ihale dokümanlşarı için artık teklifin bütün bileşenlerinin elektronik formda (CD veya DVD) teslim olmasını şart koşuyor.

OCFL e-Satın Alma sistemini desteklemek için bu son kararı ile, ihale prosedürlerinin etkinliğini güçlendirmek niyetinde. Daha sonraki aşamalarda, kamu ihale prosedürlerinin tamamen elektronik ortamda akışı için ihale çağrılarının yayınlanmasından sözleşmelerin sonuçlanmasına kadarki süreçler gündeme gelecek.
